June 21st, 2019“The Initiative sets forth a strategy for revitalization of the county’s community cores and local neighborhoods to meet the needs of its current and future residents. The process began with the selection of three communities that would serve as test-beds for planning purposes: Villages of Newark Valley, Owego and Waverly. The process resulted in a set of recommendations focused on opportunities for investments in targeted neighborhoods to reverse trends in deterioration, stabilize neighborhoods and undertake new construction as appropriate. The planning process can be used by other communities as a blueprint. The overall goal of this initiative is to strengthen community cores and create a quality mix of residential neighborhoods that will play a key role in attracting and retaining a quality workforce, create pathways to home ownership while also addressing the needs of the aging population, and increase property values.”
