			<content:encoded><![CDATA[<p style="margin: 0in 0in 0pt; text-indent: 0.5in" class="MsoNormal"><font face="Times New Roman">The creators of Holiday Magic are at it again, bringing another great festival with a spring theme. The committee has added several new members with lots of great ideas and enthusiasm. Spring Fling will take place on Saturday March 29<sup>th</sup> from 1-4 at the Newark Valley Village Green and at the Historic Train Depot. It’s an event you won’t want to miss.</font></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><font face="Times New Roman"><span>            </span>Throughout the afternoon a wide variety of activities are planned both inside and out. On the Village Green our special guest, the Easter Bunny, will be arriving by tractor drawn wagon at 1:15. Visit the Easter Bunny and receive a free balloon animal. Starting at 2:00 there will be an Egg Hunt. Over a thousand eggs will be filled with candy and goodies for children to find. A select number of eggs will have tickets to redeem for a special prize. Also on the Green you can test your skill with good old-fashioned games like, egg toss, egg on a spoon, sack races, and more. </font></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><font face="Times New Roman"><span>          </span>Don’t forget to stop inside and relax a while in our beautifully decorated Marketplace with drinks, cookies, Hot Cross buns, and Baklava. Enjoy learning about Ukrainian Egg Decorating as the “Egg Ladies” demonstrate the age old art. Also check out the cleverly and beautifully decorated eggs that are part of our 1<sup>st</sup> Annual Egg Decorating Contest. Decide for yourself which egg is “eggceptional”or “eggstravigant”. To enter the contest, call 642-5249. </font></p>
<p style="margin: 0in 0in 0pt; text-indent: 0.5in" class="MsoNormal"><font face="Times New Roman">Don’t forget to take a wagon ride over to the Historic Train Depot and Climb aboard the Chili Fest by entering your prize winning, taste bud popping recipe. Enjoy the spring arrivals by checking out the bunnies for sale, and see the newly hatched chicks while visiting the Depot.<span>  </span>While there, you can enjoy delicious refreshments, kids’ crafts, or a special spring “tattoo”. Don’t worry if you didn’t bring a Spring Bonnet, here’s your chance to make one- so you can join the 1<sup>st</sup> Annual Bonnet Parade at 4:00 around the Village Green. You won’t want to miss Misty the miniature pony leading the parade in her new spring bonnet.</font></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><font face="Times New Roman"><span>            </span>Come usher in Spring with us, and get reacquainted with the neighbors you haven’t seen since the cold and snow drove everyone inside. The event will be held rain or shine, with lots to do indoors for all ages.</font></p>

<p style="margin: 5pt 0in" class="MsoNormal"><strong><font face="Times New Roman">Spring Fling Egg Decorating Contest</font></strong></p>
<p style="margin: 5pt 0in" class="MsoNormal"><font face="Times New Roman">Newark Valley’s upcoming Spring Fling includes an egg decorating contest. So, crack out your art supplies and prepare to whip up an egg masterpiece! There are “egg-ceptional” prizes for all entrants. Additionally, cash prizes will be awarded to the most “egg-cellent” entries in the following categories: Chick (age 10 and under), Pullet/Cockerel (ages 11 to 17)<strong>, </strong>Hen/Rooster (adult), and Coop (group or family). An “egg-straordinary” prize will be awarded to the spectators’ favorite entry. In order to be eligible for prizes, entries must be registered with D’Amone Popp at 607-642-5249. Egg registration is open now through Tuesday, March 25<sup>th</sup>. Decorated egg drop-off will be held on Wednesday, March 26<sup>th</sup> from 5:30 to 7:00 pm in the Noble Room of the Newark Valley Municipal Building. </font></p>

<p><font face="Times New Roman">I am writing to each of you to share a concern that your Water Rate Committee and Village Board have been discussing for the last three years.</font></p>
<p><font face="Times New Roman">Our water system was installed in 1904 and has remained primarily unchanged since. The system consists of two wells, approximately nine miles of distribution piping and a 400,000-gallon reservoir. The reservoir was covered in the 1960&#8217;s. </font></p>
<p><font face="Times New Roman">Four years ago, we initiated a capital charge for water, as it was apparent that the aging system was in dire need of replacement and improvement. At that same time, I created a 5-member committee made up of village residents and with the help of an engineering firm, asked them to devise an infrastructure plan of water distribution for the coming decades. This committee has thoroughly examined our aging system and developed solutions for fire flow safety, water retrieval, water storage and piping while working closely with Hunt Engineering and in November, presented their findings to the village board.</font></p>
<p><font face="Times New Roman">Some water upgrades have been completed, within our present budget, but we need major renovation. Our reservoir is over 100 years old, with an average life span being 40 - 60 years and suffers from cracks, possible leaks and other structural deficiencies. The reservoir cover needs immediate attention and is our leading concern in the system. While these issues are of utmost importance, we also need to address the undersized mains on most of our streets, fire flow upgrades and aged, clogged piping, at the same time. </font></p>
<p><font face="Times New Roman">The dollars collected through capital charge have been held in reserve until we were able to determine where best to utilize them. While the amount retained is substantial, we are proposing a 4 million dollar expenditure so our water system is ready for those who follow us. This will be paid over a 39-year period through a bonding process<em>.</em> This proposal is for improvement of our existing water system, not to be confused with a sewer system. There are no plans to create a sewer system. </font></p>
<p><font face="Times New Roman">We maintain our homes and automobiles for safety and longevity, and the time has come for us to do the same by investing in our water system. We wish to have every member of the community educated about our system, its deficiencies and the opportunities for improvement. In April, we will have 3 Public Information Meetings at the Municipal Building concerning this: on the 15<sup>th</sup>, 22<sup>nd</sup>, and 29<sup>th</sup>; all at 6:30 PM. </font></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><font face="Times New Roman">Your mayor, trustees, the water rate committee and Hunt Engineering will listen to your concerns and answer your questions. Our presentations will discuss the capital expenditure, the bonding process, the public referendum and the eventual construction timetable. Please plan on attending, as you will have a vote on this in the near future! </font></p>

<p align="center" style="margin: 0in 0in 0pt; text-align: center" class="MsoNormal"><font face="Times New Roman">Saturday, December 15<sup>th</sup> from 4-9 PM</font></p>
<p><font face="Times New Roman">Due to the resounding success of the 1<sup>st</sup> Annual Holiday Magic Festival, plans are underway for our 2<sup>nd</sup> Festival on December 15<sup>th</sup> from 4-9 PM.<span>  </span>This promises to be a bigger and better event, with several new attractions.<span>  </span>There will be events at various locations throughout the Village, including our beautifully restored Train Depot.</font></p>
<p><font face="Times New Roman">Enjoy our life-sized Candyland light display at the Village Green, and hear local talent sing holiday music.<span>  </span>You won’t want to miss Santa&#8217;s arrival at 4:30 by horse drawn wagon.</font></p>
<p><font face="Times New Roman">Warm up inside the Village Hall while indulging in homemade soups, pies and holiday treats.<span>  </span>While eating, enjoy more holiday music and view the magical gingerbread houses that will be on display.<span>  </span>To enter a gingerbread creation, call 642-5527 by December 10<sup>th</sup>.</font></p>
<p><font face="Times New Roman">The Municipal Room will be filled with the magical sounds of Yuletide music, featuring “Voices One” (a women’s trio) and “Under the Son” (a men’s duo) playing a variety of instruments.</font></p>
<p><font face="Times New Roman">Take a ride by horse drawn wagon to the Depot and see the Village lights.<span>  </span>While you’re there, enjoy great food, listen to the sounds of the season and view holiday quilts while your children visit with Santa.<span>   </span>There will be plenty of kid’s activities throughout the Village, including face painting, cookie decorating and a special Santa’s Workshop where children can create “make and take” holiday crafts.</font></p>
<p><font face="Times New Roman">While at the Depot, enjoy music sponsored by the NV Historical Society, including:</font></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><font face="Times New Roman">“Good Vibrations” (a women’s barbershop quartet), Curt Osgood on hammered dulcimer, and Annie Simpson on guitar.</font></p>
<p><font face="Times New Roman">Visit the Tappan Spaulding Memorial Library for refreshments and some old-fashioned Christmas storytelling.<span>  </span>This will be your last chance to place a bid on the beautiful picture of the Trout Ponds painted by Carrie Dru Tornatore.<span>  </span>Funds raised by this silent auction will help to support your library.</font></p>
<p><font face="Times New Roman">Do some last minute shopping at our Holiday Marketplace in the Mason’s Hall, featuring many local artisans and merchants. </font></p>
<p><font face="Times New Roman">Visit our local glass blower to buy a custom-designed, hand-blown Christmas tree ornament, and our other area businesses for floral gifts and holiday wine &amp; spirits.</font></p>
